Weaknesses: Can be dodged by a special jounin and up (If a chuunin or genin the can dodge but are blinded for 1 post)

Detailed Description Of what the jutsu Does: The user of this jutsu extends his hand up and sends  lightning bolts around himself along with electricity around the user himself to avoid from getting stabbed.

Weaknesses: Can be dodged by a jouninj or up (anything lower will be blinded for 1 post if they dodge)

Thunder Burden is op as it is instantaneous it is a lightning bolt from the sky and if its no explain it better and Chidori thunder you cant use chidori because Evil created it so name it something else also be more detailed with its description.

Thunders barrage approved but  with thunders burden the weaknesses are YOU blinded for one post or the opponent and you cant really say it can only be dodged by a special jounin and up because different ninja have different speeds to if you said only avoidable by ninja with the speed of a special jounin then yea
