Biography:

- His father is a armorer and his mother is a konichi of Hatake Clan. Two days after his twelvth birthday his father was murdered. Hence they moved to Konohagakure where a new system was introduced about merging clans which seems to be saver to live.
He worship the dagger his father gave him as a present and his father old katana.
After he moved to Konohagakure he was picked on because of his strange accent.
Personality: Honest but silent to the people who picked on him in the past.

- He has problems to make friends and dissociate himself. He is fast and has a good jumping power.

- Parasleep: (Paralyze+sleep) technique to numb the opponent by touching. Blitz has to touch the bare skin to to paralyze body parts which aren't usable for 10 minutes. if he touches thin attire like a shirt he can paralyze the body parts for 4 minutes.
Power-Up: A technique which stimulates the muscles by sending electrical impulse to limbs.
He uses it for his fast running and jumping ability without realizing it.
However the risk of injury rises when using the jutsu. (like a ligament rapture)
Light of revival: A technique to insert lightning to reanimate a person.
Items: an 12 inch long dagger (and a katana , but it is too long for him, so he doesn't use it.)
Both have a chakra blade.

Two issues. One as a genin you cab only have one element and two look at the character creation template and add the extra comment on the bottom.
