The Raikage's Inauguration

He had pulled through. Takugan Uchiha, the First Raikage. The Peace Bringer is what they called him during today's festivals. He'd received so much praise for founding the village that brought to the world the first hint of peace between clans. He had brought into the world Kumogakure No Sato, The Village Hidden in the Clouds of the Land of Lightning. But... did it maintain its outward appearances? Would it be the Raikage's fault that even more power struggles would come into the world? He could not bear this possibility and clenched his eyes closed in sorrow. No. At Noon today he had received his inauguration and officially became the First Raikage. No. If his actions brought on more struggles for power, he had failed. But he WOULD not fail. He utterly refused to let the founding of this village bring about destruction.

Walking through the newly built village everything seemed to happy... so peaceful. He was greeted by each and every villager with praise. But why was he so... was he afraid? Was he really afraid that one day, people would look down on him in their history books and blame him for the world's troubles? A small girl approached him as he rounded a corner and began to stop and admire the heart of the village, his mansion. He was so trapped in his thoughts he was almost unaware of the small girl, but a sound, a happy voice reached his ears: "Raikage-sama, thank you. My father, he is of the Uchiha Clan, and he had been planning to attack someone of the Yotsuki Clan. He was to depart in 4 days, but guess what?" To this The Raikage had no answer, his eyes merely clutched shut, fearing he had made the mistake of bringing these two clans closer... the girl continued on. "At your inauguration, before my father learned of the woman's identity, he had shared many laughs with a woman of the Yotsuki Clan. When he learned of her identity, he told me to run along. I thought something terrible would happen, but I did as I was told. When I came back an hour later, I was told..." She almost broke into tears, and Takugan held his breath, in fear of what this girl would say. "I was told he would STAY! I don't have to worry about losing my daddy to the Yotsuki Clan! Thank you Raikage for helping to fin a peace in the world!" And with that the girl broke into a sprint, jumping into the arms of a young Uchiha man. Maybe today he would be reassured...

Rocore couldn't help but smile as he looked around him, brokering peace between the Uchiha and his own clan had been tough... The Elders in the Yotsuki aren't fast to make friends, alliances are never made lightly. But this, this was completely different. "We've got a village of ninja clans... The most powerful force in these lands now." A laugh escaped him as he went to see the newly inaugurated Raikage.

He was surprised to see a young girl run off and jump into what he figured was her father's arms. He couldn't help but feel he somehow had a part in their happiness... His garb today was not his usual attire. He was adorned in long robes that simply seemed out of place, it gave a cheerful person an all too serious look. "I'm sorry its taken this long for an informal talk between us. I'm Roc, Roc Yotsuki, head of the Clan. I need more friends in this village... Thought I'd offer a hand in making it strong and keeping it that way." His smile never faded, there was nothing but genuine kindness and strength coming from this man.... Could they really have been enemies not too long ago?

Tony was sitting on a branch looking around the village thinking how nice it was to be in a peaceful group finally wondering if this peace would actually last long. But before he could even get into deep thought about it he found him self dozing off and instead of fighting it he just jump to a tree closer to the celeb. grounds and passed out Huge smile on his face seeing the village in a new age of peace and prosperity.

When he awoke the festival was reaching its end. I realized i need to do more for the village and that i can't just be a burden to my village anymore. So i jumped down from the tree and started to walk to my home with the plans of that morning going into the village once again and going to try and place the chuunin exams so that he could work his way up in the village and loyally work for the Raikage and show that i am not a waste to my clan.

Finally, Takugan was sure of himself. The girl had inspired a deep confidence within him, making him sure that what he was doing was going to be good for not only the people of this village but for the world. For the first time that day, wide, true, and sincere grin spread across his face. Even when the robed man approached him, the Raikage could not change his face to make it more serious. When the man got closer, he hesitated. It was the man who was his enemy for so long... then the Raikage reprimanded himself. He was now an ally, and hearing the man's words made his smile broaden, even further. "You are a treasured part of Kumogakure. Everyone in sight are treasured parts of Kumogakure. Each and every one of them will contribute in making this village strong. I, Head of the Uchiha Clan, and Raikage of Kumogakure welcome you warmly to help strengthen this fine village, and keep it strong. For so long we were sworn enemies. For so long, the fate of these small children who are playing Hide and Find together, of the Uchiha and Yotsuki Clan, would be to one day raise hands against each other. But today, we have made it so that they can raise a glass TO each other!"

Takugan was young, only seventeen, and he, at his age would not be the best leader. But with people like this man, older than him, with the help of his elders, he believed he could lead Kumogakure to glory. Warmly, the Raikage extended his left hand, the hand on the side of his heart, to grasp that of Roc's. The left hand, that closest to the heart, meant something to men like Takugan. It meant that the person before him, were he to take his hand, would be an ally for years to come.

[Rocore]

"The Yotsuki don't make allies lightly, but we will never break this bond." With that he shook Takugan's hand with his own left hand. "Genuine peace is hard fought. War teaches respect that would have to be earned by other means. Though it is rarely a solution it does teach many lessons. A powerful enemy can make for a far greater ally, we will prove it here... However there is much work to be done. In regards to the ninja below our esteemed ranks. My training and yours may be different. Both clans have their secrets, but we need to make a standard for all our young ones to meet and later master." His eyes turned to the sky, "What I'm trying to say is I would like to help you make... A ninja school and system, merge our processes to grow closer."

He nodded seeming happy with himself, he felt he was on equal footing with this man in some way. Of course this was the Raikage, a young man but still capable in his own right. "I might be a bit forward here, apologies if that is so."

Running back to the village noticing that his fathers lucky kuni had fallen out of his pocket while he was asleep and as he ran hoping some little child didn't pick it put thinking it was a toy and getting in trouble with it; but as he was running he noticed out his eyes the raikage and a robed man shaking hands smiling. With this it boosted his spirit that anything could happen no matter what the past was or what had happened.... Then he came onto the tree he was sleeping in and there it was sitting in the dirt blade down say his fathers favorite word/ quote, "Loyalty is key". And with that that reassured him that he want to work for the Raikage and become stronger so he could Prove his loyalty to his three most important things in his life the village, the clan, and to his dream. With this still on his mind without thinking he scream not more then 15 yards from the robed man and the Raikage, "I WILL BECOME THE STRONGEST ANBU NINJA TO EVER JOIN THE VILLAGE!"

"That... that sounds like it could go a far way. Not only in the military might of Kumogakure, but in forming the bonds of these children. They will one day fight to protect each other... But tell me. How would this work? What may you have in mind?" Takugan was curious about this. He knew he did not want it to be a grueling training system. This much he was sure of. But he wanted it to give young warriors heart and spirit. And the idea of merging the powers of their clans sounded promising. The Shinobi Academy of Kumogakure? Or The Kumogakure Academy of Shinobi? He liked this idea. Then, before he could continue his pondering, a loud scream broke his train of thought, but hearing the contents of this scream was...

Why, it made him burst into laughter. It was not mockery, it was happiness. The Raikage completely believed in this young warrior, and he approached him, beckoning for the man he was talking to to follow him. He laid a hand on the young warrior's shoulder. "It seems dreams are borne today. But, will you have the heart to live up to them? There is a feeling, a powerful emotion not to fail yourself. This, I call the 'Will of Thunder.' This is the will not to fail yourself, the will not to fail your loved ones. The heart and determination to live up to your dreams. Tell me, do YOU have the heart to live up to this?" At his last sentence, Takugan used a sage-like expression of wisdom.

[Rocore]

Rocore looked about to reply when the shout broke his concentration the message passed however forced a grin. "Here I thought a fight might've broken out... Instead the village is already turning for the better, aspirants for the seat of the Raikage already lining up." His eyes found their way to the sky and lingered there for a moment. "What would you think, father?"... The question was meant to be more to himself and brought his grin back to a smile.

He had to repeat the words as he heard them in his mind as he heard them "The Will of Thunder... I like that. I see the wisdom is choosing you, Takugan of the Uchiha." As he looked at the boy he waited for an answer. An idea was forming in his mind for the school, however this child was far more important at the moment.

With a glare of praise Tony looked at the two men now in front of him he could feel there power flowing off of them this is what he wanted this is what he was going to acheive. He wanted everything is men had the power the respect and most of all the feeling of being able to change the village or know that he had gone down in history in the village... but then the glare dissappered as he prepared to answer he had the words of the raikage go threw his mind before speaking "will of lightning". He smiled big and he bowed to the two and say hello I am Tony uchiha and yes my will of lightning is strong enough that if it came down onto the earth it would shatter the ground and raising everyone back to attention. Also i will achieive my goals you want to know why Raikage and ummm other guy sorry for being rude but its because you two will be my senpai! Laughing as he said and that is because it was fate and the will of lightning that let use meet hear and so that i could ask no no.... beg you the most powerful ninja to become my senpia. ready to yell again he screams PLEASE BE MY SENPAI!

"Ahah, begging me is not the thing at hand here. One does not always need to rely on others to become powerful. Friends and support are a mandatory asset, mind you, but tell me. Before becoming an apprentice of either of us, my child, you must awaken a resolve inside YOURSELF. You have to experience first hand what you are fighting to protect. I could always give you physical strength, but such is meaningless without the strength of resolve and the strength of the soul." Takugan smiled again. These were words very similar to those uttered by "Her" before she had fallen to Kurama. They were words he treasured deep in his heart and would never let go of.

Taku's body stood tall and strong, his new white robes hanging loosely about himself and his blue Raikage's hat. He almost felt as if he was a different person. Different not in body, but in his Soul. He was different because... well, because those who are put in a position of power are always different from their former selves. Because those they had to protect were more than only their family now. Or rather, the family of the Raikage grew to hold every single person in his village. He thought of "Her", how proud she would be of him. If only... if only she could see the peace that her love had brought to the world today. Every inch of him ached for her, and before he noticed it, his expression turned to one of sadness, and he began to drift off in his memories...

Rocore nodded as he stepped over, giving the Raikage a pat on the back to bring the man back. "Powerful men have many responsibilities. Our students will need to be strong like us, not with jutsu, or physicality. But of mind and heart, all of your hopes and dreams will fuel you. But you must make sure you are on the path for a good reason..."

His demeanor changed for a moment to one of a more childish nature, "Also... How can you not know me!? Rocore Yotsuki!? The Lightning Demon! I worked ki-..." He paused to think about his words for a moment... "Perhaps its time I got a new name... That one leaves a bitter taste in my mouth now..." A rare frown appeared on his face before once more changing into a smile he stood up straight and pat the young man on the head. "We'll be setting up a school for all the aspiring ninja that want to protect this village soon. I think we'll hold exams to see what level everyone is at first though. Uchiha, Yotsuki, and all those ninja from other clans." He seemed to be thinking and even calculating as he spoke, formulating the ideas as he went along. "First will be the written exam, the basics. Chakra natures, simple jutsus, moral questions to establish how your heart thinks- Then skill based tests for the young ones... Finally a test of mettle, one on one fights, regulated mind you. To give a final say on the true level of the shinobi... Yeah, that sounds good!"

He seemed a little overly proud of himself for thinking of a few simple tests that weren't exactly fleshed out but that didn't stop him. "From there we'll have certain classes established based on skill levels! Hah, oh this will be fun...Right what's your name again, kid?"

[Oda Ryōta]

"MY NAME IS TONY UCHIHA!" Said Tony then he whispering to the floor. "My father died in front of me ." With pain going threw the boys eyes. "I want to be strong. So that I can protect myself... no protect my village so no one has to feel what i felt or see what i saw. I understand if you don't want to teach me but never question a boy... no mans resolve. i will accomplish my goals and nothing will stop me." So with that the boy looked in to the raikage's eyes to show him the new found resolve he had finally set in stone. "Takugan Uchiha, Rocore Yotsuki; i will show you my resolve and eventually i will become your apprentice."

When the young Uchiha's words reached Takugan's ears, he could not help but to feel a deep pride in his own clan. "If that is what you want kid... this academy will be your first step in that direction." Takugan turned his attention now back to Rocore. "I agree. However, we should involve a rank system. There is the student level, "Academy Student", the rank directly after graduating the Academy, Genin. After Genin there can be an exam to become of Chuunin rank, which at this point you are of a high enough level to risk your life in missions. From here, promotion will be strictly on my judgment, into Jounin. And maybe a separate division for elite tasks. Hmmmm..."

Takugan fell into his own thoughts again. He was really doing this. He was really forming military regulations. He now became serious, and the smile left his face. He looked almost menacing now when he was serious, and perhaps he WAS menacing. He could not tell. "There need to be deep regulations for this. Because creating a military for the village will undoubtedly bring war. And not building one will leave us at the reign of another force." Few people saw the Raikage in this serious state, but when the possibility of danger came to his people, he could become the most threatening person a man has ever seen.

From nowhere, Takugan walked to the Raikage's mansion. since he was only about 150 feet away from the entrance, not paying attention to if the other two followed him, but he expected them to. Arriving at the Raikage's Mansion and performing a hand seal, Takugan activated the summoning on one of his bracers, and seemingly from nowhere came Iron Sand. Using Katon, Takugan transformed it to molten metal, and used his Magnet Release to embed it into different places at the entrance in the form of words. Just above the grand entrance were the words "The Will of Thunder". Placed in both sides of the door were the words "Resolve" and "Family." Then, on the ground just in front of the doors was a phrase "A true man fears only failure." He stood back admiring his work, and turned around facing the other two. "This will be what the regulations will be made from. A Shinobi must have the Will of Thunder, a Shinobi must have resolve to accomplish, a Shinobi must take in the rest of the villagers as family, and a Shinobi must refuse to fail, and be brave enough to protect. These concepts are what our Laws of The Shinobi will be built on."

[Rocore]

Rocore followed at a slight distance, the people were happy for peace but it would be sometime before every clan was fully integrated and likely longer until a real sense of trust was established. "You'll need to separate the exceptional ninja first. Find those suited to teach and those suited more for combat... Even more clandestine ninja. I'm sure the Elders will be more than willing to help. But almost everything is going to be solely on your shoulders at the start." His eyes wandered to the new additions on the wall, his breathing quite easy at the sight of magnet release. The young Uchiha had to be quite impressive to be named the Raikage, such things shouldn't come at a surprise.

"It'll take time to implement all these designs. While we forge peace in our lands we also need to keep our eyes open for other villages that follow our example. We will need to find ways to cement bonds in our village... Perhaps a friendly tournament with a long festival to go with it. I'm sure we can tie the tournament into exams for the aspiring- What did you call them? Genin and chuunin?" He shrugged and shifted in the elaborate robes, clearly he wasn't used to this attire. "If all the youngsters are like Tony here I don't think we'll have a shortage of powerful ninja for many years to come."

Tony looked at the wall as the Raikage was using this jutsu he had never seen before in shock at what true power and determination could be and look like. "Wow Raikage or may i call you taku? this is amazing and it fits my will of lightning perfectly " Then turning from the wall looking in the the eyes that now look ready to destroy anything that would threaten the peace. "Aslo thank you rocoroe-chan i appreciate that." As he smiles softly... "Now we just need a date for this festival and tournament, Btw im going to win it all." Laughing and smirking knowing at least one of them has accepted his resolve and notices him as ninja to be noticed.

"Aha, you may call me Taku. And a tournament... I see. Well, I do not really know how well that could work. Stabilizing the village should be our top priority. But you are correct, much of this could be on me. Would I be safe to leave this... Shinobi Academy as you call it, to you? I have someone in mind who can help you teach, but I would have to speak to him about it first."

Takugan furrowed his brow, deep in thought. Would Koga be willing to turn the younger warriors of this village into men? Or would he rather be left at his current position? Takugan did not think very long about this. "Well, sir, you should go enjoy the festivals, have some fun! Enjoy the peace! I will go turn in and mull this over a bit and contact you soon."

Takugan now turned his attention to the small warrior. "You. Hold on to your dreams, and never let them go. When you give up on your dreams, all which is left is to give up on yourself. Aspire to be your best, and carry the Will of Thunder within you until you have heirs to pass it on to. " With this, the Raikage turned on his heels and walked inside his mansion, leaving the other two something to ponder, and not worrying about a response from Rocore.

The clan-head gave a nod, before the Raikage left. "I don't want it to become a full-time thing. But I can establish the ground work... Still you don't know me, one day we should take time to learn of each other. I'm sure we've both only scratched the surface here." His smile never left, as he turned to leave. He waved back at them but his gaze was on the sky.

His mind turned to the idea of being a teacher, "I suppose it wouldn't be too hard... But a mass of children under my tutelage for a time?" The thought made him burst into laughter, "I'll have a horde of little monsters under my teaching..."

A new thought forced him to pause, his gaze down cast. "I actually miss all the fighting... It'll be sometime before I can face an equal on the battlefield once more if I take on this duty. A mountain of paper-work will form, organizing the school... Trading with other villages. I need to think before I keep taking on jobs." His eyes took on a rather sad look, though he would enjoy it, his life was taking a turn and he would miss a lot of the things he now had to give up. His feet began to move once more, leading him not too far away to the Yotsuki mansion and clan grounds. The celebration was still on-going with fireworks and music but all he wanted to do was get some rest before the real work began.

smirking while he bows "I will never give up on my dreams when people already are backing me up to achieve it" Now as he raised his head a thought went threw his head "hmm... what should i do now im going to train for awhile hehe" letting the laugh slip from his mind "well thanks taku im going off to train " runs down the street while at the end of the street jumps up and claps his feet "time to get stronger!"

Seeing Takugan put a smile on Akira's face. He remembers when there was a time of chaos and nonexistent peace, but now, there is an opportunity to better the lives of everyone, like the little girl's. Akira begins to think of his deceased mother and sister. ""Why weren't they saved.." Akira pondered the thought of ever seeing them again.

To get stronger was Akira's goal. To avenge, no, kill his mother and sister's assailants. He was to become strong enough to bare this burden. Akira returned home and slipped into his room, and nodded to sleep.

This particular night, a dream came to his mind. His father had a smirk on his face, with his brows curved. He looked in the eyes of Akira, and turned around. Then, Akira saw his mother and sister held captive by this tyrant, and slowly being tortured. Akira awoke from his dream in a panicked rage, and without hesitation, took his kunai, and went into the forest. "This will be my cradle tonight.." Akira said in a tearful rage, until finally falling back into a deep slumber.
